It is allowed to extend into a second row if necessary (further rows will never be used unless you are using mods that extend vanilla’s limit on the player’s armor stat, which is 40). Additionally, when the player’s armor toughness stat is greater than zero, an extra HUD element will appear above the food meter to display the exact armor toughness stat. Each Half shield is equivalent to one unit of toughness.
